The DeSantis-Appointed CFTOD Expects to Spend $4.5 Million Fighting Disney Next Year
The Ron DeSantis-appointed Central Florida Tourism District (CFTOD) has revealed that it expects to more than triple what it is spending in legal fees next year as the district continues its court battles with The Walt Disney Company.
On Wednesday, the district’s budget proposal was presented by administrator Glen Gilzean. When projecting 2024’s expenditures, the district expects to spend $4.5 million in legal fees, a sharp increase from the $1.9 million in fees it incurred this year.

Disney Vs. DeSantis Continues
The costs are expected to come from a pair of dueling lawsuits between Disney and The CFTOD. Disney is suing both DeSantis and board administrators in federal court, arguing that the dissolution of the former Disney-controlled Reedy Creek Improvement District was done in retaliation for Disney speaking out against Florida’s Parental Rights in Education law (which critics have dubbed “Don’t Say Gay”).
The CFTOD, meanwhile, is suing Disney in state court over last-minute binding agreements between Disney and Reedy Creek in the final days of that special district’s existence.

The Reedy Creek agreements essentially gave Disney control over their Central Florida land in perpetuity. Although the Florida legislature has since passed legislation retroactively voiding those agreements, the CFTOD is hoping a state judge will also nullify them.
According to Gilzean, prior to the Disney feud, the district was spending roughly $1.25 million a year in legal fees. For his part, Gilzean called the increased spending “regrettable” and “Disney-induced expenses”.

The CFTOD Has Come Under Fire
The CFTOD’s budget recently came under scrutiny when the board revealed that it would be eliminating Disney-related benefits, including Annual Passes to Walt Disney World.
Following the announcement, district employees were quick to speak out against the proposed changes.
