Multiple Amendments Proposed For Reedy Creek Bill
The next steps in Florida’s proposed takeover of the Reedy Creek Improvement District are now underway.
Following the drafting on House Bill 9B, which details the transfer of power from Reedy Creek to the State of Florida, multiple representatives have now proposed a number of amendments to the bill.
In case you weren’t following the news, on Monday, the Florida legislature drafted House Bill 9B, which outlines the state’s plans to reorganize the Reedy Creek Improvement District.
What is House Bill 9B
The bill would allow the current district to operate for up to two more years, before it would be dissolved and replaced with the Central Florida Tourism Oversight District.
The biggest change the bill would initiate, revolves around the district’s governing board.
Currently, the Reedy Creek Improvement District is overseen by a five person board. The members of the board are chosen by the land owners of the area that makes up Reedy Creek. Considering that Disney owns the land, the company has been able to appoint whomever they want to oversee the district.
Under House Bill 9B, the Central Florida Tourism Oversight District would continue to be overseen by a five person board. The members however, would be appointed by the Governor of Florida and approved by the state senate.
Amendment #1- An Expanded Board
One of the amendments proposed today would expanded the district’s board to seven members. The members would then be appointed by different governing powers. Here is how it would break down:
Three members would be appointed by the cabinet and confirmed by the Senate.
One seat would go to the chair of the Osceola Board of County Commissioners
A seat would be appointed by the mayor of Orlando
One seat would be appointed mayor the mayor of Kissimmee
A seat would be appointed by the Mayor of Orange County.
Further Amendments- Limit Who the Governor Can Appoint
Another group of proposed amendments would set rules in place to limit who the governor can appoint.
One of these amendments would restrict appointees who have previous contributed to the Governor’s campaign, or political committee, or held elected office in the prior ten years.
A similar amendment would limit how the Governor may benefit from the new district. It simply states that the Governor may not accept anything of value from anyone affiliated with the Central Florida Tourism Oversight District.
Finally- A Name Change?
Lastly, an amendment was filed to rename the district “Florida’s Attempt to Silence Critical and Independent Speech and Thought”.
While none of the amendments have yet to be voted on, a State Affairs Committee meeting is scheduled for 2pm today.
