The statement reads:
This is a great day for Anaheim. It comes as cases are coming down and vaccinations are going up. This will mean so much for our working families and small businesses, which have suffered so much while our largest businesses have been closed for the past year.
Disney has gone to great lengths to be ready for a safe and responsible reopening, and everyone should feel comfortable and confident about coming back to Anaheim, whether to visit our theme parks or to celebrate the return of baseball on Opening Day. We still have more work to do but the gains we’ve made so far have made this moment possible.

When the counties reach the red tier, theme parks can open at 15% of overall capacity. When they advance to the orange tier, capacity will be increased to 25%. In the least-restrictive yellow tier, a capacity of 35% will be allowed.
According to a recent piece by ABC7, this was confirmed by Dr. Mark Ghaly, secretary of California Health and Human Services. This is already being hailed by CA residents as having a positive impact on Disneyland operations specifically shows, parades, and other events held outdoors that have been on hiatus for over a year due to COVID-19.

However for those hoping to hop on The Haunted Mansion or enjoy “It’s a small world.” sadly the news we have to share is it’s unlikely to happen just yet! Ghaly told reporters during today’s press conference that the April 1st re-opening will be limited and WILL NOT include indoor rides. He also advised that the reopening will be restricted to California Residents ONLY.
